[Music] [Music] good afternoon everyone we are talking from SE headquarters in gavia Rio de Janeiro this afternoon we have the pleasure to receive two academics from the Shanghai institutes for international studies it's institutes in the plural Lee Ken Senior fellow and vice president of the institutes and you have been director of The Institute of foreign policy studies of CIS the we are going to proceed the following way uh professors leang and Yin are going each one of them to make a short present presentation 10 to 15 minutes one about foreign policy in general the other
more focused on uh China and Latin America and then we are going to have a small uh questions and answers um a moment here so um welcome you both thank you very much for joining us today Professor lean the floor is yours thank you so much Mr Ambassador it's great honor for me and my colleague y to be here to share some opinions with you uh I think uh my presentation is focusing on China's foreign policy uh I think now um maybe uh when people talk about China's foreign policy some people may say China would
be the next us which means that us is a an older hman and China is a new AG I think this is one op one opinion but maybe another opinion is that some people may say uh China is the next Russia because now there is a war between Russia and the conflict and according to this opinion and China maybe in the future may have another war with is laborers so I think this is another opinion about the China's foreign uh policies but in my understanding actually every country is different every country is different because of
its tradition because of his history because of its culture strategy and world view uh and World field so I think China is not actually in my understanding China is not a next is China is not the next us China is not the next Russia just like Brazil you know Brazil uh is is is different from other uh big PO for example India you know India is a bigger power and Brazil is a bigger power but uh the the nuclear policy your nuclear policy is different is different I know that so every country is different China
is different from the US why I could say that uh in my understanding is that um for example uh the philosophy of American foreign point is that unipolarity unipolarity so I think this is why now um the US is uh uh addressing uh the power competition with China because China uh the US doesn't want to any uh new uh powers to replace its position so this is a thinking of unipolarity but the Chinese uh Chinese VI uh Chinese world view is multi mity multipolarity actually in 2023 president shinin and he uh proposed the concept of
equal and orderly multipolarity polarity uh in the working Conference of external Affairs so I think chinaese philosophy is different is different and from this perspective China doesn't want to have a PO competition relation with the US of course maybe in my understanding um maybe some part of this B relations is a little about competition but I think the most part of this B relations could be cooperation I think from Chinese perspective cooperation is unary and it is possible because of this Bigg PRS economically they are interdependent Geographic you know actually I don't think the US
and China has the real geopolitical uh conflicts because of the Pacific existence we all of uh all of us uh we are students of international uh uh relations Ser Rel that so I think this is a very big difference of course the another Bigg difference is that the US is a very rich country and I think it's GDP per capital now is a B8 $880,000 GDP per capita about China China's uh cap GDP per capital I think in 2023 is more than um one uh 1 1,000 US dollars so China actually relatively China is still
a very poor country so the US can do so many things but China actually of course now it is trying to make more International contribution but it is still a very poor country so I think this is a big difference China is not the US and uh of course China is not the uh next Russia I think the factor is very very clear for example economically now Russia uh are sanctioned by the West so economically Russia is isolated now uh but um for China uh actually I think now China is a very globalized economy even
with the strategy of American strategy of how do you say higher war and uh and and a small uh small yard because even and American this American strategy China's economies is still very globalized so I think this is very big difference between China and Russia and very important difference between Russia and China is that um it's a security strategy I think um uh uh for Russia its security strategy is um that um if you want to defend you have to offend I think this is uh Russian security strategy so I think this is why there
is a Ukraine war because Russia is feeling there is a threat of expansion of later and then and a very bigger series very big serious things happened in Ukraine world so I think this is result of Russian security strategy but I think chinaese security strategy is different I think um uh for for for China the security strategy is that uh the most um of uh most offense is to defense how to understand that how to understand that please look at the situation in South China Sea South chinae Sea now there is a um territorial disputes
in that area and actually uh in more than one year in more than one year of course there is a little tation a little tation happened between the Philippines and China but I think compared with the situation in Middle East in uh Ukraine so I think actually China's behavior is very very uh uh how do you say very low profile so I think this is CH Chinese security strategy uh is so different from uh Russia of course maybe some people would ask why China has a very good relationship with Russia I think because China in
in in China in Chinese man man manat actually just now I mentioned that Chinese world view is uh multipolarity I think in Chinese world view Russia is always a bigger pen of this multipolarity so I think this is why China have a good relations with uh Russia which doesn't mean uh China would agree everything Russia has done so I think this is a um difference between Russia and China why China is so different from this big poers I think the most reasons the first one is culture because I think um uh China culture I think
there is very called principle is pluralism PL pluralism not universalism of course univers is has so many different meanings but uh when we think about the US I think is universal is that um um my is the best my democracy is the best and so you should follow me so I think this is American universalism but for China their philosophy is is that we should respect each other and this world is so much Diversified so we should respect each other and we should coexist coex coexist in this world so I think this is Chinese philosophy
pluralism I think it is because of this philosophy uh philosophy and then uh China proposed is a foreign policy of multipolarity so this is the first one reason the second reason is about is history if you look at the Chinese history you may find China actually even 2,000 years ago China was a world developed agriculture Society until 19 midle 19 centuries even yeah yeah so the in a very very long period China had been a welldeveloped and agricultural uh Society so I think there is very big implication for that history because you know Agricultural Society
is always more conservative especially compared with the commercial Society in the history more conservative and less aggressive so this is I think the second reason and history the third reason is a um strategy if you look at um uh if you uh maybe you know um there is a very uh famous figure in China's uh uh Asian Town Sun Sun and uh they it read wrote a very famous book uh Art of War Art of War I think according to this book there is a very uh important principle and which has influenced has influenced Chinese
people very deeply and that that principle is that if you want to defeat your enemy if you want to subdue your enemy no fighting is the best way so subdue your enemy without fighting without Bloodshed of course not so easy but this is the Chinese philosophy so I think it means that when China deal with International uh challenges I think uh it's approach is always like uh in direct indirect but I think Russia approach is more direct more directly so I think this is very big difference of course another big difference is geopolitics actually I
mentioned that just now there is a very big Pacific Ocean between uh China and the US so there is no real uh ge uh political conflict between U two uh two two two SES so so I think if these two big Powers if they believe that is UN necessary uh to reach a compromise I think it is possible I think it is possible because of geopolitics so I think this is a geopolitical reality for China it's different from Russia uh so I think this is very very important thing so in one word my conclusion is
that U uh based on this difference China's global vision is from uh is so different from the US is so different from uh Russia and everyone everyone may know that China has proposed um a how do you say a a concept of community with shared future for uh mankind a community with share the future for mankind how to you understand that concept I know there is a little difficulties for foreigners to understand this concept but you might understand is that um This Global Vision firstly in one side it is the continuation of the current world
order because in this global vision and China actually I think it is against the use of force the use of uh Armed Force uh in disput with other countries so this is so important of course in the other side I think it is this concept it is the upgrade upgrade of the current world order because it address the concept of community rather than uh uh nation state nation state so I think this is Chinese global vision uh China is different from the US is different from Russia so of course to achieve this global which is
not so easy so far China has proposed so many initiatives for example B and Road initiative Global development initiative Global Security initiative and the global civilization initiative uh be frankly maybe this initiatives they lot so perfect because you know not so easy for China to manage so complicated things um in dealing with other countries every country is different I I address that so maybe this initiatives are lot so perfect but um the important thing is that China's mission is to achieve a community to uh based on the maintenance of the current world order and input
more interest of developing countries and uh give more uh justice in the current world order so I think this is the China Vision not so easy of course so I think it needs more work uh join work with other countries especially with Brazil because Brazil is a very important player in the regional Affairs in the in the world affairs so I think the this year is very important period for our two countries our two countries and other countries could work together to do some for the maintaining the current world order to safeguard uh the interests
uh of uh Global Source countries so this is my understanding uh of China's foreign policies thank you very good this was a very interesting presentation about the fundamentals of Chinese foreign policy you have me now you're going to talk about uh relations between China and Latin America isn't it yes thank you Ambassador I'm very happy to back to Cur and and also have this opportunity to talk about uh China's relationship with Latin America um I think uh when we touch upon this topic we have to think the uh International context or environment for this relationship
I think um we are living in a transitional world uh in terms of the power shift to uh multi-polar world and uh our uh economic uh on the global economic globalization is being uh reshaped uh even some people talking is slowing or anti uh globalization uh so and also I think our world uh is going to uh follow a sustainable development role so these are the general uh environmental factors for us to think about the China Latin America relationship uh as Professor Lee has mentioned China is a different actor from United States Soviet Union or
Russia um but I always think uh as a new partner of for Latin America uh what what are the new contributions uh can China make to the Region's development so I think uh the China Latin America partnership has moved toward a uh sustainable development oriented partnership uh at the very beginning uh they follow um very much on a trade relationship uh for Latin America exporting a lot of raw materials to China and China export exported a lot of uh manufacturing Goods to the region but nowadays I think we are moved to a new stage uh
by by developing Mutual investment especially from China to Latin America uh I think China has now more capacity to do this uh with the domestic uh achievements in terms of the uh high technology uh Innovation so now we have uh uh more capacity uh in terms of the Technology and Manufacturing uh capacity to do investment uh in Latin America especially in Brazil we have uh investment in various sectors which is very important uh for for Brazil's sustainable development I think the new generation of the Chinese Enterprises are getting more internationalized by uh accepting the local
regulation especially on the social and environmental aspects so the new companies are establishing fact factories but also r& R&D uh centers here so created a lot of uh uh employment um and social benefits for the uh for the partner countries I think this is very important and also when facing the uh new trade War uh initiated by United States to World China uh I think the Europeans and Americans adopting a strategy of near Shoring uh which uh makes the countries like Mexico asan are benefiting uh from the uh this kind of changing value chains uh
but for Brazil it's maybe it's far away it's not near to any major economic Powers so but uh China still trade U Latin America including Brazil as a new opportunity for joint development so uh I think uh China appreciates uh the openmed uh thinking from the developing regions towards China's uh investment and uh partnership and also I think U China and Latin America has an international agenda and by beyond the economic side uh such as um the peace uh peac making uh across the world uh just for example China Brazil has developed a joint six
uh sixo consensus on the peaceful Prospect of the Ukrainian crisis this is very important uh for the world to have an alternative approach uh to deal with that conflict and also uh I think um China and uh Latin America can be a new development partner partnership uh to deal with the challenges and difficulties of the economic globalization I think take take the Bri as an example the br's projects are becoming more Greener and sustainable in terms of the financial uh sustainability and pay more attention to the social benefits um and I I think um China
and Latin American countries should have more direct and comprehensive dialogue uh in terms of their to devel to defend uh what their partnership should be what are the priorities should be and how to create a um a better International environment for the developing countries so in in this regard I think both sides have made some achievements by uh continuing the dialogue of the China sellak forum and also the Strategic dialogue uh between Latin American countries and China uh such as the conspan uh between China and Brazil and also recently in Rio there was a uh
dialogue between China and the Latin American countries are human rights so I think our our dialogue and engagement are quite uh direct and uh comprehensive nowadays uh this is very important for for both of us understand each other better then we can work out uh more detailed strategy and policy uh to build our sustainable uh partnership I will stop here thank you very much thank you very much this was also an excellent uh presentation introducing the topics um let me start with a few questions and I'm going to be specific in questions because I think
our audience would have a few specific questions in mind and I'll try to um you know to represent them here asking questions to you I'll start with the idea uh of uh relations between China and the US you mentioned China is not the US China is not Russia I like very much this the way you introduce to introduce Chinese foreign policy but at the same time uh China has to keep up good relations with the US good relations with ch with Russia with Russia no doubt about that it's a very close connection nowadays there's a
there's there's a way of of qualifying this connection but with the US it's not exactly uh very stable uh I think this is a good moment there's dialogue between the economic authorities of the US and of China there's dialogue even between military authorities there is dialogue between those responsible for uh climate change combat but my sense is that it's not stable it's not it's not really a stable uh relationship what's your assessment of the state of the relations between China and the United States and what's your guess about the future how do you see you
know the future of these relations given the fact that the US will have elections and uh it may uh keep or change its own perception of China and the world okay uh I think uh the current bilateral relations between China and the US is in a how do you say this is a very critical period of for both countries because I think now for the US I guess I just I guess because I'm not American I'm a Chinese but I guess maybe in the American understanding that this is last time for the US to defeat
or contain China R so I think now the US has Carri out different kinds of measures except uh except the military approach but everyone other measures economically uh in Heart Take field even People to People exchanges and so on so I think this is why we have so many difficult times um with the US uh so this is a very difficult time for our both countries but I think um if uh the us could realize that uh the the the fact is that China could not be defeated so I think maybe China the us could
change its idea change its positions uh I think this is the first uh Factor but in the other side if the us could realize that um actually the benefits from the current situation is how you saying uh is better for the us so I think um if us realize um this two factors I think maybe our B could be changed to a better Direction but I believe be be frankly it need some time for for the US you know now because um Trump Administration I think uh it uh uh I mean uh from 2017 to
2020 one during this um period of trump Administration I think this is how you say this is the first uh addition of Indo Pacific strategy you know in the uh the Pacific uh the the Indo Pacific strategy this is uh against the China so I think this is number this is number one addition I think the Trump uh the the B Administration and then it has the number two addition of Indo Pacific strategy maybe and then us is we have the the thir one the thir one the thir addition of Ino Pacific strategy but when
the US has tried so many different accounts and failed I believe I believe both countries could achieve a compromise compromise but a lot of easy for China for the US and for other countries to go through to go through smoothly and stable not stabing this critical period but I believe us and China could find a common way uh to deal with this difficulty situation why because I think in the S of the US in my understanding of course in ch in American diplomatic diplomatic philosophy in one side there is a very how you say there
is a kind of idealism idealism to expand is uh democracy to expand is uh is political system but in the other side we must notice that there is a pragmatism pragmatism in Us in American foreign strategy so please look at the Afghanistan situation Fring to expand them American ideology over there but fa no result no results low Real Results and then restore rest restro is uh Troopers so this is the Diplomatic practi so I think this is why I believe the us could coexist with China because of it has some practis practis just like China
China you know I think China's for policies is always practical practical so I think this actually this two so of course I I believe China is not uh is is is is is different from the US but maybe a little common sense a little Common Sense pragmatism pragmatism I think this it because of this two countries could achieve a compromise in the future thank you very good you have me um it seems that Latin America is upgrading its position in in in the the agenda of Chinese foreign policy uh you have a few examples of
that uh first Brazil became um a country where the automobile the uh EVS um companies started to invest then you have a major investment from China which is the port of changai in Peru which is going to be inaugurated soon isn't it president shining is coming for the inauguration and as far as I know president Lula is also uh participating in the inauguration in your view what's the importance of the chanai port and of these new vision of investors Chinese Investments about Latin America not to talk about the minerals that are present here and that
interest China very much uh am I writing saying that Latin America has been upgraded a little bit but in particular I would like to hear from you about the impact of the Chun Kai port yes um thank you for the question I think um the Chinese investment uh is quite important for deepening our development partnership and in this days I use the Uber uh for the for the translation uh a lot of local ladies are driving the pyd this is a quite uh quite interesting for me because uh maybe it's it's cheaper and more effective
uh for making money and uh creating the local employment this is just a very small example as to the example of the chanai port uh it has attracted a lot of attention internationally and people are thinking about the this kind of huge infrastructure the implication for the Region's security uh and also economy um I think um the bigger infrastructure is quite important for the regional integration and also uh the international trade uh that's why president Lula was interested was interested in uh attending the ceremony of the opening of the P because the partv serve the
regional trade trade and also so the uh trade between Latin America and China we several days ago we just visited the Panama Canal and the people from Panama they are uh quite confident if there a alternative Canal was built uh in Mexico or Naga that's not that's not challenging for their own Canal because the trade volume is huge so if if more canots more ports connected uh then the global value chain and trade volumes will get getting Regional and regionalized and globalized that will be a huge uh development opportunities for for the all the uh
stakeholders uh across not only the region but also the globe so I think this kind of uh infrastructure investment uh is is especially important for the developing regions like Latin America thank you let's talk about the international reality first uh we are going to have uh in November in Brazil the Bri the G20 uh meetings and and Brazil has been uh very much involved with the preparation of this meeting and this comes at a moment when the credibility of multilateral Institutions is very low and and some of them are showing a level of inefficiency that
is unexpected I would say how China regards the G20 and to what extent China is a believer in the reform of the multilateral institutions maybe I could answer this question and give me a very general understanding I think um G20 is a very important platform platform for international Society because now we know uh the UN relations system is weakening because of different factors you know in the Middle East issue no very strong response from the United Nations and even in the issue of Ukraine war no very strong reaction from the nation systems of course there
are some different opinions about the reason of course in China's perspective in personally is that uh you know now uh it because of lack of in my op personal opinion why the US system is so weak because of uh short of coordination among different the major poers so the security Council doesn't work yeah so I think this is why G20 is so important because to of course we have 20 countries yeah not so easy to achieve uh a agreement in any issue but most important most importantly is um g means that maybe this is only
only very important platform which could include uh uh include uh the US Russia and China Brazil and other very important players besides the UN because G7 you know now the US is p pay more attention to G7 but G7 without the China without the Brazil so how about later no no no part no participation from China from Brazil so I think this me NATO G7 could not uh do very well in managing the current international issues G20 I think is a good option but of course I think it's mechanism you know two 20 members not
so easy to achieve the agreement so now I think the role of the host is so important so I think this year the role of braia is becoming more important because I know uh Brazilian uh Brazilian government actually has always maintained a very balanced very smart uh diplomatic approach to managing Regional and F Affairs so I'm looking forward to um in this Summit G2 Summit and by the leadership of Brazil and um some uh this Powers CH including China and the US and couldn't agree agree something in so many different issues in Ukraine war in
Middle East and in other issues I hope so that well let's continue on this topic and talk about bricks you decide who's going to answer the question um we are going to see for the first time this year in Russia the enlarged bricks in a meeting and next the year in 2025 uh Brazil is going to be preside in the bricks what's the what's the attachment of China how China regards the enlarged bricks and which is the role that China expects bricks to play in the international reality maybe I I could say something on on
the my could yeah yeah could are the more comment I think uh firstly Breakers I think uh and it's enlarment is very important development and I think for the current uh International Society because we know um five members before and actually notot so enough just only including Brazil China Russia and South Korea and India I think a lot of so not not enough because now and now everyone is talking about the importance of global Source yeah everyone is talking about its importance but if we only have five countries to be the member of brickers so
I think a lot so enough for for this world so then and we have enlargment including Egypt ethopia Saudi Arabia Iran and so on so I think this is good thing first of course in the other things SEC uh in the other in other regard is that uh we should have a very effective um mechanism for any interal organizations look at the experience look at the lessons of un united nation Security Council so I think we don't we don't want to repeat the fair experience of United Nations security Council I mean and Breakers plus should
not uh repeat that uh that pass so I think there is a very big uh bigger responsibility for China for Pia especially for Russia because Russia we are hosting the breakers uh plus and Summit this October and so I believe of course I believe especially among these countries actually at least most of them uh share some common understanding about the international Society so I think this is very important foundation for brickers plus to achieve uh something to finish something yeah I hope so MH yeah I mean you want to say something yes I agree with
Professor Lee's uh comment uh I think China strongly support the EXP expansion of the bricks membership uh because uh the currently the bricks countries are representative of Latin America Africa and uh uh Asia but not very much about uh Africa and the Middle East so I think um more emerging Powers joining this uh group will make it more uh representative and capable uh in by address addressing the different uh uh economic and security Challengers from different regions and also to make it a more like a Global Group and of course this there will be some
challenges uh for for enlarged group uh in terms of the effectiveness and Collective actions capacity uh but we need more dialogue uh I I am not sure whether the breaks will be open for the established economies that's opening question open question but the in terms of the B and uh the bricks Development Bank I think um there is a different uh uh procedu to to recruiting the new members uh the new me the member new members of the bricks Summit is different from the the members of the bank uh I I think there are some
different thinking maybe the bank is have has has more concern about the financial capacity uh but the uh bricks group is is give more attention to the political influence of the new members but I think generally speaking the enlargement of the bricks will make it more representative in the developing world and that that will be a um positive um development very good very interesting observations uh let's talk about another initiative by China the Bon Road initiative because it's really uh gaining a lot of attention internationally there is in several areas in the world the perception
that the Buon Road initiative was initially a development initiative it was worried about investments in infrastructure in different countries but some believe that now it has a geostrategic role for China uh now it it it it gained a new relevance in Chinese in Chinese foreign policy is this right or wrong I think uh actually if you notice Chinese narrative about BR I think there is a very important saying and U bi is a public goods this is I think this is the Chinese saying I think this is so important which means that this is open
to everyone to everyone even uh uh the Western countries they could participate in this initiative so if every um countries uh participated this in active so I think this is no geopolitical thing this is a how do you say this is a thing about development about investment about infrastructure and so on actually even and you may notice that uh when bi was proposed by Chinese government during that time and uh our government is always addressing uh another concept the participation of s the party yes s the party which means that we should cooperate with other
powers especially developed uh countries to do something together in the developing countries but um I think the US said no it's West allies said no and the US uh you know actually I think it has it has invented so many different initiatives I even I could not remember their lens because there so many different and anyway so I think um be frankly now there is some geopolitical thing happened about BR but not because of China it because of the US US is always U always challenging the chinae position in this area so and then us
and is Western is want to another things uh to balance or against the China's um position so I think this is something about geopolitics but not because of China it because of the US so I think in the future if the US and its Western allies could work together with China to do something for the developing countries this is so good thing this is so good thing so I think this is my understanding about your question do you want to comment yes I I think B is not a geopol itical strategy uh it's a platform
for China to develop a a deeper and comprehensive um understanding and uh uh partnership with uh countries across the world uh the commentators focus on the infrastructure projects maybe because of its size its own strategic implications um but B is not uh only about the infrastructure sector it focus on different levels I think the first is at the political level is to encourage policy dialogues uh about uh what's your priority what's our priority uh what what are the to identify uh where we can coroporate and and where is the potential for corporate I think this
this kind of dialogue is much more important than the infrastructure projects uh because I and even I think the the success of the infrastructure Pro projects depends on uh the quality of the dialogue uh if we don't have uh an agreement to build the huge uh infrastructure uh there there will be no results uh coming out I think uh the similar initiatives from America from the European Union are following this model uh the like the Americans they are going to Latin American countries to have dialogue uh to to improve the doing business environment to coordinate
the the tax this kind of policy framework then to encourage the private sector to go to uh the partner countries to do investment I think that's that's a that's a similar vision from from the Chinese side because the Chinese companies either the state Enterprises all the pr private Enterprises are are are relying very much on the uh this kind of policy dialogue then they can have more certainty to do investment so I think there's a lot of similarities and from the Chinese side we are quite open for the Bri to have uh Partners from Europe
from United States so I think um this is some uh since we should pay more attention to that thank you we are approaching the end of our debate and so have to ask one question to both of you and it's a question about for the academics it's not a question about the government's attitude I want to ask you what's the perception of Brazil among the academics in China America you this and then I could I could add one more uh very good question challenging question and you know in China we are always paying attention to
the great Powers so sometimes there are different arguments about whether we should put Brazil as a great power usually we we put United States Japan Russia European Union uh maybe India as the list of the great Powers uh of big countries um in the same meaning um whether Brazil should be there uh some some people think Brazil should be there because it represents um Latin America uh some to some extent and also it has a ambition to play a role as a United Nations security Council permanent permanent member and also it has some uh new
ideas on the uh r2p R rwp and the uh develop International Development cooperation and and the member of the bricks so when I come to Brazil our bra Brazilian uh colleagues told me Brazil is a middle power I'm a lot I'm a little bit disappointed by this kind of uh uh identity uh since you have ambition to play a larger role in the United Nations security Council the climate change negotiation and the economic global economic governance maybe you should U um have a hair um position selfesteem a higher self-esteem yes yes yeah I the time
is very limited but I want to add what uh something and about your questions yeah but I just want want to say something about my understanding about Brazil uh I think three things very very important firstly Brazil is a country with the bigger potential bigger potential you know your size and the number of population uh natural resources very big potential I think this is first one the second one is your location actually um the location of IIA is not in a very sensitive area you know not in the Middle East not in in the Pacific
so I think in the current international issues um by this location Brazil could play a role of could play a credible credible role credible role uh between the loss and the and Source between the East and the West this is the second SC and the last thing is that I think Brazil uh actually actually I think it it is a how you say it is a very wonderful uh combination of different civilization Wern civilization yeah um Portuguese um civilization and the local civilization Indian uh civilization even African civilization you know so I think this is
a very good thing because I think for your people but this um the uh coexistence and interaction of different civilization your people Brazil could a very very smart very positive and very balanced approach and I think this is which approach is so important for our world this is my understanding thank you very much I think we could continue for a long long time but we'll have to stop because we already have one hour of of this uh webinar thank you very much you have been for your your presence for your comments it was very enjoyable
